   "NASA is still unable to provide detailed support for the
   amounts obligated against the limits. Thus, we could not verify the
   amounts NASA reported to Congress in its budget requests for fiscal
   years 2002 through 2006."

In 1992 the GAO released a report titled NASA's Financial Reports are Based on Unreliable Data

A 2005 GAO Report states that "Most federal agencies have been able to obtain qualified audit options, while NASA's financial statements remain unauditable"
