That the datum line for the railway projections is always a horizontal line, proves that the general configuration of the world is horizontal. W. Winckler is believed to be George Walter Winckler, a civil engineer who migrated from England to Canada. In Chapter 4 of The Plane Truth: A History of the Flat-Eart Movement by Robert J. Schadewald he cites that Winckler was associated with M.I.C.E (Member, Institute of Civil Engineers.). A "G. W. Winckler" was also listed as a member of Lady Blount's Universal Zetetic Society on the first few pages of Flat or Spherical? (1905).
