NASA is unable to document where its money is going or survive financial audits.

In 1992 the GAO released a report titled NASA's Financial Reports are Based on Unreliable Data

A 2005 GAO Report states that "Most federal agencies have been able to obtain qualified audit options, while NASA's financial statements remain unauditable"
